Bgen. Cruz is in the country to promote and discuss the National Guard Bureau’s State Partnership Program (SPP) which links US states with partner for the purpose of improving bilateral relations. The program’s goal reflects an evolving international affairs mission for the National Guard, aim at promoting regional stability and civil military relationships in support to US policy objectives. The State partners actively participate as host of engagement activities ranging from bilateral familiarization and training events, exercises, fellowship-style internships and civic leader visits.#
