FORT BONIFACIO, Metro Manila – Senior Army leaders converge to discuss theArmy’s strategic direction today at the Army Headquarters, Mar. 19, 2019.

The theme for the 12thSenior Leaders Conference (SLC) this year is centered on capacitating the land force against the challenges of hybrid threats. It aims to update the senior leaders on the current and emerging security threats and generate ideas, concepts and approaches on how to address it.

The Army is expected to confront three types of threats namely, a technologically-advanced conventional threat such as those from belligerent nations, a non-state asymmetrical threat such as terrorist organizations, and internal destabilizing threats such as the New People’s Army. When these threats merge, they develop into hybrid threats which target state vulnerabilities.

The Army Commanding General, Lt. Gen. Macairog S. Alberto, led the opening of the conference wherein he stressed the importance of the two-day event. “Through this conference, we will continue to develop highly professional leaders who are competent, agile, and adaptive in all levels of command and can effectively steer units of our organization in the pursuit of our mandate,” said the Army chief.“The concepts and projections tackled in the SLC over the years have been a critical input to our forward plans and our operational maneuvers. It is to the advantage of the Army and the nation that we maximize this opportunity to learn, to interact, and to collaborate,” he added.

The conference will focus on three modules, the first to be discussed are hybrid threats and next-generation warfare, its challenges and implications, and its nature in the context of Southeast Asian regional security.

The second module focuses on how to address hybrid threats by utilizing the information environment and the application of the government’s whole-of-society approach. The last module focuses on the importance of strategic leadership in the Army and the need to adopt new trends in military leadership to best address hybrid threats.

A new addition to the yearly SLC is a defense exposition of products and services of private contractors and companies in line with the command thrust of modernizing the Army.#
