VCPA lauds FCPA in 48th founding anniversary rites

Vice Commander, Philippine Army (VCPA) Maj. Gen. Henry M. Doyaoen lauded the Finance Center Philippine Army (FCPA) led by Col. Seigfried C. Tubalado for its excellent management of the Army’s financial system during the unit’s 48th founding anniversary rites at the FCPA Multipurpose Hall, Fort Bonifacio, Metro Manila on March 8, 2022.


“Over the years, the FCPA has been upholding the institution’s standard of reliability and accountability in administering the Army’s pay and allowances,” the VCPA remarked.


Maj. Gen. Doyaoen commended the FCPA for instituting innovations that improved its resource management initiatives including the development of functional information systems such as the electronic pay date, integrated collection, document tracking, centralized deduction management, and the publication of Fund Accountable Officer’s Manual. The VCPA likewise lauded the FCPA for establishing Finance Operations Center and for passing the thorough surveillance audit for the unit's re-certification of ISO 9001:2015.


“I encourage you to uphold your hallmark of transparency and integrity in carrying out your duties and sustain your mission of providing quality financial services to Army units and personnel in support of the overall administrative operations of the Philippine Army,” the VCPA said.


The FCPA provides financial services to the Army by administering the payment and allowances of the military and civilian personnel. It also gathers and collates financial data, provides staff financial advice, and collects both appropriated and non-appropriated funds of the Army.
