FORT BONIFACIO, Metro Manila - The Philippine Army Personnel Management Center (APMC) welcomed its new director here on January 18, 2020.
In a Change of Office Ceremony presided by Commanding General Philippine Army Lt. Gen. Cirilito E. Sobejana, incoming chief Col. Patrick B. De Villa assumed the position from outgoing Col. Eliglen F. Villaflor.
APMC handles the recruitment and selection process among the applicants who wished to join the Philippine Army, and ensures the well-being of Army personnel.
Col. De Villa, prior to his assumption, led the Special Forces Regiment (Airborne) as Chief of Staff. He also served in various key positions in Office of the Secretary Army General Staff, Task Group Arrowhead of 4th Infantry Division, 3rd Special Forces Battalion, and Special Operations Command of the Philippine Army. Col. De Villa is a member of Philippine Military Academy (PMA) "Bantay Laya" Class of 1994.
On the other hand, Col. Villaflor's leadership saw the implementation of innovative systems that enhanced the quality of its personnel services. During his stint, APMC gained the certification of the ISO 9001:2015 or the Quality Management System; digitalized recruitment through the “Join the Army” website; and sustained the purposive recruitment of officers and enlisted personnel based on the required skills and competencies of the Philippine Army. He also promoted Army's external partnerships as displayed in the collaboration between the Army and PILMICO Foods Corporation on the Transition Assistance Program. A member of PMA "Tanglaw Diwa" Class of 1992, Col. Villaflor will serve as the Deputy Regiment Commander of the Special Forces Regiment (Airborne).
"This ceremony is very timely as the APMC is also celebrating its 17th Founding Anniversary. In light of this, I congratulate the men and women of APMC for another year of quality service. Despite the challenges brought by the COVID-19 pandemic, you continue to find ways to excel in your services that definitely benefitted the organization," said Lt. Gen. Sobejana. #
