Acting Battalion Commander, 1104th RRIBn
 
MAJ TIRRO, a Licensed Professional Teacher (Secondary Mathematics), serves as a regular-permanent Senior Education Program Specialist (Planning and Research) at the Schools Governance and Operations Division of the Department of Education Schools Division of Davao Oriental for more than 23 years and has rendered part-time teaching services as Senior Lecturer in a well-known technical-vocational educational institution in the City of Mati, Province of Davao Oriental.
 
Currently, his job as Research Management Specialist involves the rendering of technical assistance to teacher-researchers in the crafting of more grassroots inclusive research proposals and the completion of research studies to improve the quality of education in the province and further strengthen the Department of Education’s Basic Education-Learning Continuity Plan (BE-LCP), in line with the theme Supporting and Assessing Learning Continuity and Mother Tongue-Based Multilingual Education Materials and Development with the intent of helping DepEd build the evidence so that top management of DepEd can further craft better policies that will address the pressing problems in the delivery of basic education.
 
As a reservist officer, he has rendered consecutive Individual Annual Active Duty Training from 2007 to the present in the Army Reserve, where he has gained training, skills, and experience while serving in various command and staff positions as Company Commander, Battalion Logistics Officer, Battalion S1 and Adjutant of the 1104th RRIBN PA which is administered by the 1104th Community Defense Center and supervised by the 11th Regional Community Defense Group, Reserve Command, Philippine Army in the successful conduct of Civil-Military Operations, Peace and Development and various programs and projects of the AFP Reserve Force in partnership with the 701st Infantry Brigade, 7th Infantry Division, Philippine Army and other agencies and stakeholders.
 
As a member of the Provincial Disaster Coordinating Council representing the Army Reservists, he was commended by the PDCC Action Officer for his invaluable dedicated voluntary service as Editorial Consultant/ Digital Graphics Lay-Out Artist of the PDCC Davao Oriental Official Entry to the National Gawad Kalasag Awards which was instrumental in catapulting the Province of Davao Oriental as one of the National Top Three Winners in the Nationwide Search for Excellence in Disaster Risk Management and Humanitarian Assistance successful conducted by the National Disaster Coordinating Council, Office of Civil Defense, Department of National Defense.
 
During the early days of the pandemic, MAJ TIRRO led the 1104th RRIBN in coordination with the Inter-Organizational Relief Assistance for COVID19 in the donation and distribution of the following: 200 grocery packs to senior citizens in the City of Mati; 600 Hygiene Kits, Face Masks and Snacks to Inmates/Residents/Patients of the Davao Oriental Provincial Jail, the Baganga District Jail, the Lupon District Jail, the Davao Oriental Provincial Reception Study and Diagnostic Center and the Bahay Silangan (Davao Oriental Drug Reformation Center; 385 Food Packs to the Brgy. Central Purok Frontliners and the Patient Watchers of Davao Oriental Provincial Medical Center; 200 Lunch Packs and 200 Hygiene Kits to AFP/PNP/LGU/Medical Frontliners in the Provincial IATF Quarantine Checkpoints, the Davao Oriental Provincial Medical Center, the St Camillus Hospital of Mati, the Municipality of Tarragona and in the Municipality of Lupon, Davao Oriental.
 
MAJ TIRRO is a recipient of the Bronze Cross Medal for his exemplary performance in leading his unit during the onslaught of the novel coronavirus pandemic in the manning of quarantine control points in the provincial borders, to the repacking and distribution of relief goods to all communities and to the distribution of Personal Protection Equipment (PPEs) to front liners and contributing greatly to the efforts of Davao Oriental Joint Provincial Task Force COVID19 under the Provincial Governor, LTC NELSON L DAYANGHIRANG (GSC) PA (RES), who is also Battalion Commander of the 1104th Ready Reserve Infantry Battalion, Philippine Army.
 
Lastly, he had undergone various military and civilian training/seminars, significant of which are the following: Strategic Planning Facilitators Training, Management Information Systems Training, Electronic Records Information Management Training, Project Management Information Systems Training, Web-based Course Development Training, Digital Photography Training, Disaster Emergency Assistance, and Rescue Training, Basic Incident Command System Training, Basic Military Training, VIP Protection Training, Basic Intelligence Seminar, Internal Security Operations Seminar, Pre-Deployment Training for ROTC Instructors, ROTC Staff Training, Reservist Intelligence Collection Training, Reservist Civil-Military Operations Training, Battalion Battle Staff Training, Brigade Battle Staff Training, Psychological First Aid Training, and Field Artillery Organizational Training.
 
He is a passer of the Career Executive Service Written Examination from the Career Executive Service Board. He is also a Civil Service Commission Professional Eligible. He holds a TESDA National Competency Level-2 for Computer Hardware Servicing and a TESDA Certificate Leading to National Competency Level-3 for 2D Animation.
