Its primary purpose is to transform the Army into a more capable, responsive, reliable, and professional organization committed to its mandate.

It promotes an Army that focuses on the institution rather than personalities, consider long-term strategies and approaches all matters from a system perspective to address interconnected priorities rather than a single issues.

The ATR has three (3) key components: The Charter Statement which defines the Army’s vision, mission, core values, and core purpose; the Strategy Map which illustrates the relationship between the strategic themes, strategic perspectives, strategic objectives, and vision; and the Performance Scorecard which translates the strategic objectives into specific measures and targets to facilitate strategy execution, monitoring, and review.

The Army Governance and Strategy Management Office (AGSMO) was established in 2012 to oversee and manage the implementation of the Army’s transformation program. The strategy is being cascaded down to the level of units, offices, and individuals and subsidiary  performance scorecards being aligned with that of the enterprise. This is done through various projects and activities, frameworks, systems, and processes designed to institutionalize the PGS, sustain strategy alignment, drive results, and reward performance.
