History

The 6th Infantry (Kampilan) Division, Philippine Army traces its roots from the former 6th Infantry Brigade (Provisional) 4th Infantry Division, Philippine Army which was activated pursuant to General Order # 201, H4ID, PA dated 07 March 1973 in order to provide command and control to combat units in Central Mindanao; tasked to break the initial onslaught of the secessionist uprising.

On 01 May 1974, the 6th Infantry Brigade (Provisional), 4ID, PA was deactivated and further designated as the 1st Infantry Brigade, 3rd Infantry Division, PA later known as the 1/3 Brigade. It was this unit, along with the other units in Mindanao, which took the brunt of the secessionist rebellion at the end of the 70s.

On 01 May 1986, the 1/3 Brigade was deactivated and was renamed as the 12th Infantry Brigade (Separate).

On 24 October 1987, the 12th Infantry Brigade (Separate), PA was upgraded into a regular Infantry Division and subsequently designated as the 6th Infantry (Kampilan) Division, PA pursuant to General Order # 616, GHQ dated 19 November 1987.

 

 The Headquarters of the 6th Infantry (Kampilan) Division was named after BRIGADIER GENERAL GONZALO H SIONGCO AFP, the First Commander of the 6th Infantry Division, in    recognition of his heroism, gallantry, and supreme sacrifice. He was responsible for decisively defeating the secessionist forces at the height of conflict in Central Mindanao; which paved the way for the restoration of the civilian government authority in the region.

Mission:

The 6th Infantry (Kampilan) Division conducts intensified Military Operations from 07 May 2021 to 30 June 2022 to defeat the remaining components of all local threat groups in JTF JAO in order to accelerate its inclusive and sustainable socio-economic development.

The Kampilan sword symbolizes the Division’s strength and readiness to defeat and destroy the threats to peace and enemies who wish to take away the much-loved freedom cherished by the people.

 

The lone star symbolizes the guiding light that illuminates the path of the fighting force of the Command in its endeavor to protect the righteous Filipinos.

 

The Laurel leaf stands for excellence and heroism of all soldiers of the Command, both in peace and in war. It also represents unity among Christians, Muslims and Indigenous Peoples, who are, after all, our Filipino brothers and sisters.

 

Unit Moniker:

The Division’s moniker “KAMPILAN” is a traditional single-edge long sword used as a weapon by various ethnic groups throughout the Philippine archipelago during ancient times. It was widely used by chieftains and warriors for battle and as headhunting sword.

 Unit/Office Mandate:

In line with the objectives of the Army Transformation Roadmap, the 6ID supported the advancement of the Development Support and Security Plan (DSSP) "Kapayapaan," which has shown to be particularly effective in the military's continuing anti-terror fight in Mindanao. In accordance with the Army Core Purpose of serving the people, securing land, the core functions of the 6ID is to enhance capability, to support combined arms operations, and to contribute effectively to development support and security operations.

 Milestones and Challenges:

Since its establishment, the Command had devoted much of its time and focus in combat operations in pursuit of its mission, resulting to a remarkable accomplishment and conspicuous performance despite of some debacles encountered along the way. In the series of operations confronted against CTM, MILF, and the ALGs, the Command has greatly contributed to the economic and human development in the area.

        Some of the achievements that this Command has shown exemplary performance are the following:

Battle of Malmar Complex 

6ID was tasked to secure in 1995 the Malitubog-Maridagao Irrigation Project (MMIP), a National Government flagship project located in Carmen, North Cotabato also known as MALMAR Complex. Due to strong opposition, the Moro Islamic Liberation Front (MILF) conducted atrocities, which included the kidnapping of Korean and Filipino engineers, the killing of two PNP personnel in the area, and burning of houses in Tupig, Carmen, North Cotabato. This incident led to the 23-day conflict between the government troops and the MILF resulted in the killing of 5 enemies and the seizure of 4 high-powered firearms.

Another battle took place on 07 April 1996 in Malmar Complex when the troops of 60th Infantry Battalion had been attacked by approximately 400 MILF rebels. Fourteen troops of 6th Scout Ranger Company of 1st Scout Ranger Battalion led by CPT ROBERT EDWARD M LUCERO reinforced the beleaguered soldiers of 60IB, which led to a nine-hour face-to-face battle. Though outnumbered and considered a suicide mission, the government troops bravely maneuvered the enemies without any help and reinforcements. The troops compelled them to withdraw after suffering 29 casualties including Commander Mangyan. CPT LUCERO also died in that encounter when a sniper hit him in the head. He was awarded with Medal of Valor for being a fearless warrior who paid the ultimate sacrifice to confront the rebels and protect the people of Carmen.

The success of the operations led to the eventual completion of MMIP project and paved for the agricultural development of the nearby municipalities.

 Battle of Reina Regente

The “Battle of Reina Regente” started when the MILF conducted a series of treacherous attacks against the government troops and local leaders. They attempted to control the Reina Regente where Camp Didagen - a heavily fortified MILF camp, was located. However, with the superior government troops, the known stronghold of the MILF was overran and the government was able to reestablish control over the said area. A fierce 10-day gun battle between the government troops and the MILF started on 16 January 1997 along Barangays Kabayuan and Garigayan, all of Buldon, Maguindanao resulted to the death of 33 MILF fighters and the apprehension of 17 M16 rifles, one (1) RPG with 5 rounds live ammunition for RPG and three (3) HH radios.

Battle of Rajah Muda

Another operation of the Division on 16-27 June 1997 was launched against the MILF that transpired in Camp Rajah Muda, considered the second biggest camp of the MILF. The Army operating troops, equipped with armored vehicles and artillery assets reinforced with a squadron of helicopter gunships proved to be a dominating force where MILF rebels suffered 245 deaths.

Foreign terrorist suicide attack

Devastated by their great loss physically and psychologically, the MILF utilized two foreign assassins to perform a suicide attack at the Division Headquarters, targeting the incumbent Commander, MGEN RAUL S URGELLO, on 14 October 1997. However the attack was repulsed by the guards on duty and the alert elements while at the front gate of the headquarters. Between October to November of 1998, armed conflict between the government troops and the MILF continues along the municipalities of Shariff Aguak, Datu Piang, and Talayan, in Maguindanao. Despite signing the ceasefire agreement, the enemies continuously attacked military positions along the MSR as well as setting up road blocks and taking civilian hostages. This was aggravated when the MILF leadership adopted a hard-line position to establish an Islamic State in Mindanao.

Appointment of 1st Civilian Supervisor          

On 03 June 1998, Mrs. Marilyn M. Tumaclas was appointed as the First Division Chief Civilian Supervisor to oversee all the civilian employees of 6ID.

Battle of Nabalawag

The division formulated operation plans “Fortitude” and “Temperance” on 10 January 1999, as part of SOUTHCOM’s contingency plan “Sovereign Shield”, in response to the continuous attacks by the MILF on the military troops and installations. Thereafter, the Division engaged in a battle at Nabalawag Mountains in Midsayap, North Cotabato where the MILF was in control until government troops launched operations to secure the National Highway from Midsayap to Datu Piang, Maguindanao on 23 August 1999 to 30 September 1999. The operating troops did not just displaced the MILF, but also brought sense of peace and security to the area. The road from Midsayap going to the municipality of Datu Piang today became one of the main routes for civilian commuters.

Capture of Camp Omar Complex

From 15-21 February 2000, the Division executed a military operation in the areas of Shariff Aguak-Datu Piang-Talayan complex due the series of violations committed by the MILF. The fierce battle led to the capture of its third largest camp, the Camp Omar complex, and its satellite camps within the vicinity.

Fall of Camp Abubakar

The mission to clear the Narciso Ramos highway in order to restore government control and bring peace and development in the area of operations was brought to realization when OPLAN “Dominance” was launched on 29 April – 03 June 2000 which led to the fall of Camp Abubakar, the main and largest MILF stronghold located in Barira, Maguindanao. The former battleground has been transformed into agricultural farms that paved way for development. The capture of Camp Abubakar and its other major and minor camps had forced the MILF rebels to splinter into smaller groups.

To complement the operations of other Divisions at the northern part of the AOR, the Command launched OPLAN “Constrictor” along the quad-boundaries of Maguindanao, Lanao del Sur, Bukidnon and Cotabato provinces. The capture of Camp Abubakar and other MILF major and minor camps had forced rebel group to splinter into smaller groups. However, it did not prevent them from conducting atrocities and terrorism. In addition, their pact with the Pentagon Kidnap-for-Ransom Group (KFRG) and other terrorist groups have become active — most especially the group of Tahir Alonto, a notorious leader of Pentagon KFRG.

Pursuit Operation against KFRG

At the onset of 2003, the Command conducted a series of offensive operations in the tri-boundaries of Columbio, Sultan Kudarat; Tulunan, North Cotabato; and Datu Paglas, Maguindanao in order to destroy the terrorist group leader, Tahir Alonto.

On 10 January 2003, GHQ, the Armed Forces of the Philippines issued Operational Directive 09-2002 for SOUTHCOM to conduct offensive military operations against terrorists’ known havens, training camps, and support bases in Central Mindanao. To implement this directive, 6ID launched OPLAN “Alab Lahi” against the group of Tahir Alonto and other terrorist groups and wanted criminals in the Liguasan marsh and destroy their sanctuaries thereat.

Battle of Buliok Complex

The Division intensified its effort to totally destroy the MILF rebels at their known havens, training camps, and support bases in Central Mindanao. The 60-hectare complex, a known stronghold of the MILF, extends from Pikit, North Cotabato to Pagalugan, Maguindanao. Reports confirmed that the rebels were harboring the notorious Pentagon KFRG operating in Mindanao as they provided resistance, including counter-attacks against the operating troops. On 11 February 2003, the government troops overran the Buliok Complex and its surrounding areas after intense fighting that led to its capture and restoration. The local government took control and authority over the area.

Seizure of MILF bomb manufacturing camp

MILF rebels continued to conduct atrocities against the government troops including civilians in the urban communities. As a result, Her Excellency President Gloria Macapagal-Arroyo issued a directive to the AFP to conduct punitive actions against the MILF. The Command launched OPLAN “Tag-Unos” on 14 June 2003 to destroy the remaining MILF base and neutralize their top leaders at the vicinity of Barangay Libungan Torreta in Pigcawayan, North Cotabato. This was instigated to prevent the terrorists from using the area as a staging ground in conducting atrocities against the civilians and communities in the municipalities of Midsayap, Libungan and Pigcawayan in North Cotabato and to neutralize the perpetrators of the Koronadal City bombing. The operation resulted to the recovery of huge amount of explosives and the discovery of MILF camp along Kabuntalan, which was used in manufacturing bombs and ammunition to conduct bombing and other terroristic acts on government installations and urban areas.

 Capture of Abu Sayaff Members in AOR

The presence of the terrorist group Abu Sayaff Group (ASG) at the AOR prompted the Division to formulate OPLAN “Kalasan” to subvert the group’s terroristic activies and put them behind bars. On 09 July 2003 to 08 February 2004, the Command successfully apprehended a total of 11 ASG members, to wit: Saudi Lakim Abdul, Wahab Undaya Piang and Abdulwahid M Gani who were captured at the vicinity of Barangay Colongcolong, Palimbang, Sultan Kudarat; Blah Omar Guiamad and Kayto Bandala Piang who were arrested at Barangay Libua, Palimbang, Sultan Kudarat; Solaiman Pati Juan Piang at Barangay Butril, PSK; Ryan Harid Ambay at Oval Plaza, General Santos City; Maa Impo Manggot, Musa Paitong Impo alias “Tang” at Lion Beach, General Santos City; Jeorge Ramirez alias “Abu Hashim” at Kababayan Center, Sitio Pusaka, Barangay Malisbong, Palimbang, Sultan Kudarat; and Munid Jalalun  Atamad alias “Fauja Abdurahman” at Maitum Terminal, Poblacion Maitum, Saranggani.

Neutralization of International Terrorist Leader

A joint operation was conducted by the Division under the incumbency of BGEN GENEROSO S SENGA thru OG2, 6ID, 29MICO, 12ISU together with PNP PACER-Mindanao Oriental Region, PRO 12, and RIO 12 in pursuit of a most wanted Indonesian fugitive, an international terrorist group leader and bomb-maker, Fathur Rohman Al Ghozi, who was monitored in the AOR. The terrorist together with his companions/escorts was killed on 12 October 2003 in a firefight after the car he was riding in tried to evade soldiers at the national highway at Barangay Poblacion, Pigcawayan, North Cotabato.

The stint of BGEN SENGA earned the most coveted decoration among the 9 competing divisions when 6ID was awarded with Presidential Unit Streamer with Ribbon for the Calendar Year 2003. Various campaigns against the MILF rebels, the Local Communist Movement (LCM), the Abu Sayyaf Group (ASG), the Pentagon Kidnap-for-Ransom Group (KFRG), and other lawless groups were carried out during this time. These campaigns led to 58,133 different large and small unit combat operations, which resulted in the recovery of 308 different high-powered and 217 different low-powered firearms, the annihilation of 155 enemies (body count), and the wounding of four (4) enemies; surrender, capture and apprehension of 364 enemies; plus numerous enemy casualties as verified by intelligence reports.

 

 Maguindanao Massacre

       During the incumbency of MGEN ALFREDO S CAYTON JR AFP, a State of Emergency (SOE) was declared on 24 November 2009 immediately after the Maguindanao Massacre in 23 November 2009. This proclamation was for the provinces of Maguindanao including Cotabato City and Sultan Kudarat for the purpose of preventing and suppressing lawless violence in the area. There were heavily-armed private armed groups (PAGs) in the province of Maguindanao monitored to be establishing positions to resist government troops and delay the execution of its powers and prerogatives to enforce the laws and to maintain public order and safety.

      During this time, MGEN ANTHONY J ALCANTARA AFP took over the Command, enabling him to continue and keep track of the case development.   In accordance with the Implementing Operational Guidelines of the GRP-MILF Agreement on the General Cessation of Hostilities by Proclamation No. 1959, President Gloria Macapagal-Arroyo issued a proclamation on December 4th, 2009, declaring a state of martial law in the province of Maguindanao, with the exception of the MILF's designated areas. The condition of peace and order in the province of Maguindanao has deteriorated to the extent that the local judicial system and other government mechanism in the province were not functioning, thus endangering public safety. The immediate challenge was to prevent the occurrence of violent incidents and bring the perpetrators to the bar of justice.

             In order to restore peace, stop lawlessness, and safeguard the local populations, the Command carried out OPORD 04-09 on December 9, 2009, which ordered the neutralization of all PAGs in the 2nd District of the province of Maguindanao. With Sultan Kudarat and the province of Maguindanao under SOE, efforts were concentrated on restoring normality to these regions and establishing authority over the populations.

            The arrest and ultimate trial of major Ampatuan clan members involved in the Maguindanao Massacre was one of the significant outcomes of Martial Law and SOE. A total of 764 different guns have been seized or recovered since the SOE was declared

Commitment of MILF to Peace Process

The Command’s Campaign Plan “Kaakibat” in 2011 yielded positive results against the confronted threat groups. At the helm of leadership of MGEN REY C ARDO as 6ID Commander, he upheld the tenets of the peace process This was demonstrated by the MILF committing no violent acts against the government troops, as well as by 6ID's demonstration of devotion to the peace process' priority while maintaining a deterrent posture. In contrast, the Command focused its operations against CNN and Auxiliary Threat Groups (ATGs) in support to law enforcement.

 

        The strategic planning, swift decision-making, and ongoing execution of CAMPLAN "KAAKIBAT" 2011 led to ongoing economic growth and sustainable peace in the 6ID AOR. Additionally, the effective use of air, armor, and artillery capabilities further enhanced the public perception of 6ID forces. The undisputed edge in military capability over the threats coupled with the employment of other force multipliers (CAAs and SCAAs) likewise added credibility on the Division’s deterrent posture. Efforts on the MILF remained to be purely deterrent while upholding the Primacy of the Peace Process, while efforts against the ATGs (Auxiliary Threat Groups) remained to be focused on Law Enforcement Operation in support to the PNP.

Isulan Bus Bombing

        The existence of foreign and local terror groups has notably increased since 2008 to 2012. These groups have launched atrocities like bombings, harassments, and sabotage to government/military installations, and urban areas. With that, the Command conducted offensive operations against these groups through OPLAN “DARKHORSE I” and DARKHORSE II. Other than that, cooperation through the conduct of Joint Law Enforcement Operation (JLEO) with law enforcement led to the killing of Saddam Sulaiman and the arrest of Yasser Subho in an entrapment operation at Mang Gorio Restaurant, Bgy. Kalawag II, Isulan, Sultan Kudarat last 09 January 2013 conducted by j SKPPO, Isulan MPS, 16MICO, NICA, and Sultan Kudarat CIDG. These personalities were involved in the 29 December 2012 Husky Bus explosion incident in Isulan, Sultan Kudarat bound to General Santos City from Cotabato City.

Creation of Joint Task Force Central and IPSP Bayanihan

On 26 May 2014, the Command adapted Campaign Plan “Sentral” anchored on Campaign Plan “PAKIGHIUSA” of Western Mindanao Command dated 04 February 2014. The said campaign was focused on the “paradigm shift” of Internal Peace and Security Plan which redefines military efforts as “Winning the Peace” instead of “Defeating the Enemy” and considers a different form of success parameters. The campaign was supported by the creation of Joint Task Force Central on 01 February 2013 to intensify the conduct of Focused Military Operations (FMO) for the following reasons: to defeat the Bangsamoro Islamic Freedom Fighters (BIFF) and other foreign terrorist organizations; ensure the success of the peace process with the MILF; support LGUs and other stakeholders in HADR; and support law enforcement operations of different Law Enforcement Agencies in order to help the people within AOR create an environment conducive for sustainable development and a just and lasting peace.

        During the campaign, the Command treated the BIFF as potent spoiler to the peace process due to their repeated conduct of atrocities within the AOR targeting government installations and attempts to close the national highway to gain national attention and recognition. In addition, the peace process was greatly challenged during the Mamasapano incident on 25 January 2015 at Brgy Tukanalipao, Mamasapano, Maguindanao due to the involvement of MILF members to BIFF lawless elements in a firefight with the PNP-SAF that resulted to the death of 44 SAF troopers and eight (8) civilians.  The incident questioned the MILF’s sincerity to the peace process as their involvement was seen by the national government as a sign of insincerity, thus, the challenge was for the MILF to prove their innocence.

 MILF’s Ceremonial Decommissioning of Firearms

The efforts of the Command in dealing with the MILF remained to be purely deterrent while upholding the primacy of the Peace Process. After years of peace talks, the final peace agreement was signed between the government and the MILF on 2014, which included the deactivation of rebel forces. The Ceremonial Decommissioning of 75 firearms and 145 MILF combatants was held at the Old Capitol Compound in Sultan Kudarat, Maguindanao on 16 June 2015 (about 300 meters away from MILF's Camp Darapanan). The historic ceremony paved way for meaningful and lasting peace in Mindanao.

 Arrest of BIFF Finance Officer/Spiritual Leader

 The efforts of the Command remained to be on FMO and SLEO against the BIFF and armed lawless groups. Most notable of these operations

were the OPLAN “OMEGA”, “CHAMPOY”, “LEO” and “LEO II” against the BIFF inside the Salbu-Pagatin-Mamasapano-Shariff Aguak (SPMS) Box in Maguindanao. These resulted to the arrest of spiritual adviser and finance

officer of BIFF and Deputy Division Commander of 4th Division, Abdulgani Esmael Pagao alias Abdulayman Pagao, on 30 March 2015. It also resulted to the neutralization of Macmod Manibpil alias Giraffe and an unidentified companion on 05 July 2016 at Brgy Dugong, M’lang, Cotabato. Manibpil is a suspect in the bombing of Rural Transit Mindanao Inc. (RTMI) bus in Maramag, Bukidnon last 09 December 2014 and was known to be involved with several terroristic activities to include the Kidapawan Bus Terminal and LBC bombings last October 2003.

 

BIFF Bomb Expert Basit Usman and other BIFF HVI

         At the onset of 2016, the Command has made significant achievements in the neutralization of BIFF members who were either killed, captured, or apprehended. The BIFF has splintered into two where the first group was headed by Esmael Abubakar alias Bungos and the other group was led by Mohidden Indong Animbang alias Karialan. This indicated the deterioration of a rag tag group mainly because of the intense military operations depriving the group for its organizational advancement. The intensified military operation led to the neutralization of Basit Usman, a known BIFF bomb expert; the capture of Mohammad Ali Tambako, the Vice Chairman for Military Affairs of the BIFF; and the arrest of Zainudin Kawilan, a BIFF leader, in Cotabato City through a joint effort by the AFP-PNP.

 Indonesian Bomb Expert

           On 14 May 2016, the Command encountered members of the local terror group Al-Khilafa Philippines (AKP) at Sinapingan, Brgy Butril, Palimbang, Sultan Kudarat Province at Sitio Bulat, Brgy Daliao, Maasim, Sarangani which resulted to the death of an Indonesian bomb expert ABU FATTAH alias Gev-Gev Durios. He was also identified as the right hand of group leader alias TOKBOY.  This successful operation has nipped the said group in the bud, so to speak.

6ID Governance Pathway and Transformation

As part of its effort to continuously evolve as an organization, the 6th Infantry (Kampilan) Division promoted the multi-sector approach that is anchored with the Internal Peace Security Plan (IPSP) Bayanihan of the higher headquarters. Good governance and performance excellence are the guiding principles of each Kampilan trooper as they strive and walk towards becoming a world-class Army while aligning with the Army Transformation Roadmap. In compliance to the ATR, the Command was conferred the status as “Initiated” in the Army Governance Pathway on 22 October 2014; then the “Compliant” Status on 31 January 2015; and not a year later, the “Proficient” Status was awarded on 03 December 2015: Finally, on 04 December 2015, the 6th Infantry (Kampilan) Division, PA edged other competing Infantry Divisions in Philippine Army by receiving the Proficient Status with Gold Trailblazer Award at Headquarters Philippine Army, Fort Bonifacio, with MGEN PANGILINAN receiving the award. Kampilan troopers took the lead of mobilizing the community and stakeholders to come up with innovative solutions to the emerging challenges of transformation. It is the commitment of this Division to be an able partner of peace and development, highlighting the importance of shared responsibility with various stakeholders in addressing the peace and security concerns in Central Mindanao.

   Intensified Law Enforcement Support Operations

      During the assumption of President Rodrigo Roa Duterte to the presidency in 2016, he emphasized the need to address the menace brought about by illegal drugs to the country and made it a national concern and the centerpiece of the administration’s efforts. In compliance to the Priority National Thrusts, the 6ID under MGEN CARLITO G GALVEZ JR collaborated with Law Enforcement Agencies like CIDG, PNP and PDEA which resulted to several successful Joint Law Enforcement Support Operations (LESOs).

On 17 September 2016 combined troops under 601Bde and 1MechBde conducted Law Enforcement Operations (LEO) at Sitio Saniag, Brgy Kauran, Ampatuan, Maguindanao against armed lawless elements (ALE) that resulted to the recovery of seven (7) high-powered firearms, two (2) low-powered firearms, and 18 81mm/ 60mm mortar rounds after a brief firefight.

On 20 October 2016, 33IB of 601Bde conducted LEO with the PNP to serve warrant of arrest to Mayogantong Bansil et al who are also BIFF members for murder and arson at Sitio Ninol, Brgy Makainis, General Salipada K Pendatun, Maguindanao which resulted to the neutralization and apprehension of the subjects and the recovery of five (5) HPFAs after more than an hour firefight

Seizure of Voluminous High-Powered Firearms

6ID implemented OPLAN “Katipa” on 18–23 November 2016 to serve a search warrant to Mayor Montasir Sabal and his cohorts in Brgy Pageda, Talitay, Maguindanao and Datu Rene Tukuran in Brgy Lomopog, Midsayap, Cotabato. This operation gained numerous high-powered firearms and captured considerable volume of illegal drugs.  In particular, the Command recovered two (2) 81mm mortar; two (2) 60mm mortar; two (2) cal 50 MG; four (4) cal 30 MG; three (3) cal 30 BAR; one (1) M60 GPMG; two (2) garand; five (5) M203 GL; 15 M16 rifle; two (2) M653; one (1) M4 rifle; one (1) AK47; seven (7) M14 rifle; five (5) improvised Barret sniper rifle; one (1) double-barrel shotgun; one (1) 9mm sub-machine gun; and two (2) M203 GL tube.

         The Daulah Islamiyah-Maute Group was able to establish a cell in Cotabato City with 28 members.  Efforts of the JTF Central on counter-terrorism thru special intelligence operation against this group was successful when the Command decimated the gorup leaving it with 9 members, who were able to evade the government forces and relocated to different areas. Corollary to this, the Command was able to inflict casualties on the terror group with 45 killed, 52 wounded, 11 apprehended, and 1 surrendered. It also recovered a total of 18 HPFAs; six (6) LPFAs; 17 IEDs; 55 Unexploded Ordnance (UXO); 34,809 dynamite sticks (explosives); nine (9) hand grenades; three (3) sacks of ammonium nitrate; three (3) rolls detonating cord; 5,167 rounds of assorted ammunition of different calibers; 70 assorted magazines and clips for Garand rifle; ten (10) communication equipment; and vehicles particularly one (1) Mitsubishi Strada and two (2) motorcycles during those intensive operations.

 Launching of Project “Kagkapia”

           The Project “Kagkapia” was launched on 11 February, 2017 led by MGEN DELA VEGA at the Markaz-ul Aytam Orphanage Center in Barangay Gang, Sultan Kudarat, Maguindanao which was co-organized by the 6th Infantry (Kampilan) Division, 6ID Multi-Sector Advisory Board, Goldin Institute Philippines, and Autonomous Region in Muslim Mindanao (ARMM). Project “Kagkapia” (or hope) is a convergence of efforts of the stakeholders to provide care for orphans, give the best guidance for them, and equip them with the proper knowledge to have brighter future. The project included food feeding and distribution of sports equipment, slippers, hygiene and sanitary materials, and food supplies. The orphanage’s facilities also underwent physical enhancement through repair and renovation facilitated by the 6th Civil-Military Operations Battalion and funded by ARMM that benefited around 280 children who were orphans of war due to the conflict in the region. Most of the children, with ages from 8 to 22 years old, came from conflict-affected areas in the 5 provinces of ARMM: Maguindanao; Lanao Sur, Basilan, Sulu, and Tawi-Tawi.

Neutralization of Foreign Terrorist Linked to BIFF

6ID has intensified its focused military operation to destroy the BIFF and its foreign-linked terrorists within and surrounding the SPMS Box. OPLAN “First Strike was launched with the use of all available assets including air strikes and indirect fires on 13 March 2017 where it resulted to the death of Muhammad Ali Bin Abdulrachman/ Lito Rebiyah alias Mauiyah, a foreign terrorist linked to BIFF. It also killed 32 BIFF members, wounding 26 others and recovery of five (5) IEDs and five (5) HPFAs.

Complementary Operations of 6ID during Marawi City Terror Attack 

On 23 May 2017, the Maute terrorist group has taken over a hospital in Marawi City, Lanao del Sur and established several checkpoints within the City. They burned down certain government and private facilities and inflicted casualties on government forces and started raising the Islamic State of Iraq and Syria (ISIS) flag in several areas, which constituted the crime of rebellion. This attack showed the capability of the Maute group and other rebel groups to sow terror, cause death, and damage to property not only in Lanao del Sur but also in other parts of Mindanao. With this incident, President Rodrigo Roa Duterte declared a state of Martial Law in the Mindanao for a period not exceeding 60 days effective on the 23rd day of May 2017.

Joint Task Force Central sent MBLT-5 of the Philippine Marines, 61DRC, 62DRC, 63DRC, 1Mech Infantry Company of 1Mech Battalion, and one (1) CMO Company to augment the forces of Joint Task Force Zampelan and 103rd Brigade. Similarly, the 602nd and 603rd Brigades were conducting complementary operations at the South of Task Force Marawi area of operations.

 ATR Journey to Excellence

During the assumption of MGEN DELA VEGA, the ATR was given importance as it strived harder on good governance, performance excellence and organizational excellence. For the period, 100% of 6ID subordinate units (3L-V and 4L-V) are in AGP Initiated and AGP Compliant Status with two (2) units conferred the AGP Proficient Status. Further, Personal Scorecards of Kampilan Troopers are 100% complete and functional. The conduct of Multi-Sector Advisory Board (MSAB) meeting were also reinforced and made more purposeful as it reaches out to the Provincial Government of Cotabato, Sultan Kudarat and Maguindanao to gain more support and accountability from external stakeholders providing the opportunity for governance sharing. Three best practices were developed and institutionalized to the 6ID systems and processes that made breakthrough results possible. This endeavor paid off as the 6ID was conferred with AGP Institutionalized Status with Gold Trailblazer Award, having the highest among the other AGP Institutionalized PAMUs.

Massive Campaign Against Loose Firearms

The campaign against proliferation of loose firearms is sustained as it is a fact that loose firearms are the cause of violent incidents and criminal activities, which hinders the development efforts of the government. During the stint of MGEN CIRILITO E SOBEJANA, the relentless and massive campaign to eradicate loose firearms in 2018 to 2019 led to a total of 1,347 high-powered firearms and 529 low-powered firearms surrendered by gun owners thru “Rido” settlement programs and “Balik Baril” Program.

6ID Historic Visit to Camp Darapanan

MGEN SOBEJANA joined in full force by his Brigade and Battalion Commanders, General, Personal, Special and Technical Staff of 6ID made a historic visit to MILF’s Camp Darapanan in Sultan Kudarat, Maguindanao on 19 August 2018. Their visit symbolized the end of “Rido” or war between the AFP and the MILF that started way back in 1972 during the height of Moro secessionist movement. The moro struggle against the government had been a hindrance to peace and development in Mindanao.

 6ID as the Best Division

The performance of 6ID greatly improved when it reached Number 1 among the Philippine Army Major Units (PAMUs) with a ratio of 89.29% in 2019 during the helm of MGEN DIOSDADO C CARREON as the 36th Commander. The current campaign were achieved were effective tools to achieve the Command’s mission with utmost priority on peace and development initiatives in the area of operation together with our partner stakeholders. This was achieved at the height and amidst the threat of Corona Virus pandemic 2019 (CoViD-19).

Capture of 2019 Isulan Bombers

MGEN CARREON also implemented the conduct of military operations regarding the Isulan Bombing incident last 07 September 2019, which resulted to the apprehension of the following identified bombers: Norodin Camsa, Abedin Camsa, Norsiya Camsa, Normia Camsa, Akgun Hassan, Swedish National, Kamlon Camsa alias Boy and Bainus Camsa.

Capture of CTG’s FSMR Encampment

During the incumbency of MGEN JUVYMAX R UY, 37th Commander of 6ID, he orchestrated a number of successful focused military operations against the LTG and CTG. The Command, through 603rd Brigade as the lead unit to combat CTG, prevented the group’s 52nd CPP Anniversary when the troops conducted a decisive military operation at the hinterlands of Lumuton Mountain Range in the tri-boundaries of Palimbang, Kalamansig, and Senator Ninoy Aquino of Sultan Kudarat on 24 December 2020. The operation led to the capture of Far South Mindanao Region (FSMR) main encampment and neutralization of three of its members as well as the recovery of two high-powered firearms and subversive documents.

 Neutralization of DI-Hassan Group leader and other LTG HVI

MGEN Uy initiated intelligence operations that led to the neutralization of high-value targets of the LTGs. The overall emir of Daulah Islamiyah in the Philippines, identified as Salahuddin Hassan with aliases Orak/Abu Salman/Abu Saif, was killed along with his wife in a clash with the government troops at a remote village in Brgy Damabalac, Talayan, Maguindanao. After Hassan’s death, Azim Karinda alias Abu Azim was appointed as the new emir and leader of the DI-Hassan Group. He was also killed in a firefight with the military troops when he led a series of harassments as retaliation following the death of Hassan. Among others were: Jeofrey Nilong Alias Moymoy, leader of DI-Maguid Group; Arafat Bulacon alias Maula, sub-leader of DI-Maguid Group; Kopang Sahak alias Tarzan, sub-leader of DI-Maguid Group; and Zukarno Guilil alias Motorola, 8th Division Commander and Acting Chief of Staff of BIFF-Karialan Faction; and

Government’s Intervention to FVEs

In relation to Enhanced Comprehensive Local Integration Program (ECLIP) of the national government for the former CTG rebels, 6ID thru MGEN UY established a mechanism for the intervention of former violent extremists (FVEs) in collaboration and partnership with the Province of Maguindanao and Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This endeavored to address the prevailing security challenges in the AOR to accomplish the purpose of sustaining the peace and bring forth development in Central and South Mindanao. The Tulong Ng Gobyernong Nagmamalasakit (TUGON) project is a project of Ministry of Interior and Local Government under the BARMM that aimed to capacitate former combatants on starting up a business, gain financial literacy, business resiliency, and other important areas of free enterprise.

Another peace initiative of the Command dubbed as Anak na may GInintuang LAyunin upang Hintuan Ang Violent Extremism Ngayon (AGILA-HAVEN) was created in partnership with the Provincial of Maguindanao. The AGILA-HAVEN emanated from the growing influence of BIFF and DITG. This is a mechanism to address the prevailing threat of terrorism and a Preventing and Countering Violent Extremism (PCVE) initiative of JTFC.

Dismantling OF CTG’s Guerilla Fronts East and Daguma Front

 The Community Support Program of 6ID improved with the implementation of the National Task Force to End Local Armed Conflict (NTF-ELCAC) under Executive Order 70 by President Rodrigo Roa Duterte. The efforts of the Command to clear and insulate the CTG-affected areas resulted in the dismantling of two Guerilla Fronts (GFs) on May 2022 under West Daguma Front (WDF) and East Daguma Front (EDF) of Far South Mindanao Region (FSMR). These GF’s affected barangays were cleared with identified 4 Focus Areas (FOCARs): FOCAR 1-A (Kalamansig) and FOCAR 1-B (Palimbang) for WDF; and FOCAR 2 (Lebak) and FOCAR 3 (Bagumbayan, SNS, Isulan, Esperanza, Palimbang) for EDF. Corollary to the clearing of FOCARS and GFs, this also resulted to neutralization of its key leaders and mass surrender of CNTs that reached 86 for the period of January to May 2022.

Neutralization of DI-Turaife Group Leader

Acting 6ID Commander BGEN EDUARDO GUBAT led the Kampilan troops in a special operation conducted by the joint forces of 12ISU, 601st Brigade, and 6th Infantry Battalion to neutralize the Dawlah Islamiyah-Turaife Group Leader Esmael Abdulmalik @Turaife. On 24 May 2022, government troops neutralized @Turaife and his son Sidik Abdulmalik @Hadif at at Brgy Inaladan, Shariff Saydona Mustafa, Maguindanao.

Neutralization of Bus Bombing Suspects in Central Mindanao

The primary suspects responsible in arson and bus bombing of Yellow Bus Line (YBL) on 03 June 2021 in M’lang, North Cotabato; Mindanao Star Bus in Aleosan, North Cotabato on 11 January 2022; Rural Transit Bus in Parang, Maguindanao on 24 April 2022; and YBL on 25 May 2022 in Koranadal City were all neutralized in a massive manhunt operations launched by 6ID.

Ali Akbar, an IED expert and bomber of the DI-Hassan Group and mastermind YBL  arson in M’lang was arrested on 21 June 2021 by the joint forces of 602Bde, 90IB, 72IB, 12ISU, and PNP at Purok 3, Brgy East Patadon, Kidapawan City. Another suspect identified as Norodin Hassan alias Andot, the emir for military affairs of DI-Hassan Group and responsible for Mindanao Star Bus bombing in Aleosan, and 3 of his cohorts were killed following an exchange of fires against the government troops on 14 January 2022. Further, the suspects of the Parang and Koranadal bus bombings were killed and captured identified as Monir Lintukan and Randy Karon @Bong, respectively, in a joint operation by 602Bde, 90IB, 34IB, 62DRC, 1SRB, JSOU, and PNP on 01 June 2022.
