Philippine Army joins international exhibit on urban conflict's impact

Philippine Army Office of the Assistant Chief of Staff for Operations, G3, Colonel Alvin Luzon— who represented Army Commanding General Lt. Gen. Romeo S. Brawner, Jr.—joined a multi-sectoral panel that assessed the impact of wars on civilians in major urban centers such as Marawi and Zamboanga cities during the launch of the "War in Cities" exhibit in Fort Santiago, Intramuros, Manila, the International Committee of the Red Cross (ICRC) announced on August 22, 2022.
 
Colonel Luzon joined the multi-sectoral panel composed of ICRC Philippines head of delegation Boris Michel; Ambeth Ocampo, Ateneo de Manila University history professor; and William Corkill, ICRC Philippines' Water and Habitat team lead. The panelists tackled the impact of "protracted conflict" in cities and how government leaders can encourage and reinforce respect for international humanitarian law during times of conflict. Colonel Luzon shared the Army's experience in preventing further damage to infrastructure and the civilian population during the 2017 Marawi War.
 
The ICRC in partnership with the Embassy of Switzerland in the Philippines and the Intramuros Administration launched the said exhibit on August 18, 2022. It features personal belongings recovered from conflict zones following wars that ravaged major urban centers in Iraq and the Philippines.
 
The “War In Cities” exhibit was first mounted in 2017 by ICRC in Geneva, Switzerland. The traveling exhibit gives the public a glimpse of the humanitarian needs and the resilience spirit of those who survived and lived through conflicts, according to the ICRC. The exhibit is part of the month-long observance of international humanitarian law.
 
“We will continue to protect and uphold the rights of the civilian population caught in the middle of armed conflicts, always mindful and respectful of their human rights as enshrined in International Humanitarian Law,” Lt. Gen. Brawner, Jr., said in an earlier statement.
