21st Army Internal Auditor assumes post

A new Army Internal Auditor tasked to safeguard the 110,000-strong organization from inefficiency and mismanagement assumed the post in a change of chief of office ceremony presided by Army Commanding General Lt. Gen. Romeo S. Brawner, Jr., at the Philippine Army Officers’ Clubhouse, Fort Bonifacio, Metro Manila on August 26, 2022.
 
Incoming Army Internal Auditor Col. Lauro G. Oliveros received the Office of the Army Internal Auditor (OAIA) mace from outgoing Army Internal Auditor Brig. Gen. Edgar P. Nigos who hang up his uniform for the last time after a military career that spanned more than 38 years.
 
Col. Oliveros, who served as chief of staff of the AFP Health Service Command prior to his new designation, will now take the helm of OAIA which is tasked with strengthening the Army’s internal control system and ensuring check and balance, transparency, accountability, and good governance within the organization. Col. Oliveros belongs to the Philippine Military Academy (PMA) “Bantay Laya” Class of 1994. He holds a National Security Studies diploma from the Development Academy of the Philippines.
 
Meanwhile, Brig. Gen. Nigos is a member of the PMA “Maringal” Class of 1988. Prior to his post, Brig. Gen. Nigos served as OAIA’s deputy for nearly five years. He holds a Master's Degree in Management Major in Public Administration from Philippine Christian University.
 
In his keynote speech, Lt. Gen. Brawner lauded outgoing Army Internal Auditor Chief Brig. Gen. Nigos for institutionalizing his organizational thrusts of “Three Rs: Retool, Refleet, and Rationalize.” The CGPA said Brig. Gen. Nigos’ thrusts served as the cornerstone of OAIA’s hallmark of transparency, accountability and good governance. He likewise lauded the retiring general for introducing the baseline assessment of the internal control system which is aligned with the national government's existing internal auditors manual.
 
The CGPA, meanwhile, called on Col. Olivero to lead OAIA with the “highest standards of commitment and competence.”
 
“Now that you are entrusted with greater responsibilities especially in enhancing the Army’s internal auditing system, I expect you to provide complete oversight on monitoring the Army’s check and balances,” the CGPA remarked.
