The Philippine Army (PA), through the Office of the Assistant Chief of Staff for Plans, held the 7th virtual edition of the Strategic Forum series which apprised Army leaders of public human resource management trends and development of the PA reserve force through lessons learned from the U.S. Army Reserve Force on September 29, 2022.
Dr. Reginald G. Uggadan, a professor at the University of the Philippines Diliman's National College of Public Administration and Governance and senior research associate at the Research Center for Human Resource Development, discussed the importance of strategic foresight that can be adopted for the organization’s particular needs. He also touched on the need for establishing long-term thinking and overcoming the “firefighting” mentality within the organization.
Meanwhile, Colonel Elridge “Raj” Singleton, U.S. Army Attaché to the Philippines, shared ways on improving the PA reserve component through lessons learned from the development of the U.S. Army Reserve Force. Colonel Singleton also discussed active and reserve interoperability concepts as well as suggestions on further enabling and capacitating the PA reserve force.
