Defense Security Cooperation Agency (DSCA) Director Mr. James A. Hursch rendered a courtesy call on Army Commanding General Lt. Gen. Romeo S. Brawner, Jr., at the Headquarters Philippine Army, Fort Bonifacio, Metro Manila on February 24, 2023.
Mr. Hursch’s visit is in line with United States Department of Defense Secretary Lloyd Austin’s thrust to forge closer ties between the Philippines and U.S. defense establishments.
Lt. Gen. Brawner Jr. apprised Mr. Hursch about the Army’s modernization thrust and its gradual shift from internal security to territorial defense operations. The Army Chief and DSCA Director also talked about bolstering bilateral training and education programs between the two militaries.
The DSCA was first established on September 1, 1971 as the Defense Security Assistance Agency (DSAA). The U.S. Department of Defense established DSAA under the Office of the Secretary of Defense for Policy (OSD-P) to direct, administer, and supervise security assistance programs including Foreign Military Sales and the International Military Education and Training Program.
