Army installs new Operations, Fiscal Management Chiefs

FORT BONIFACIO, Metro Manila - In a Joint Change of Chiefs of Office Ceremony, the Philippine Army installs the new Chiefs for the Office of the Assistant Chief of Staff for Operations (G3) and Office of the Army Fiscal Management (OAFM) on December 23 here.

Army Chief of Staff Brig. Gen. Rowen S. Tolentino led the handing over of the command symbols to the incoming chiefs, Col. Alexeis C. Musñgi (G3) and Col. Pedro C. Balisi (OAFM) from the outgoing Col. Ismael P. Mandanas (G3) and Col. Denie Mar A. Clemencia (OAFM).

Musñgi is a graduate of the Philippine Military Academy “Maalab” Class of 1993. He finished the Infantry Officer Advance Course at Combat Arms School, Training and Doctrine Command; Command and General Staff Course from the AFP Command and General Staff College; and Defence and Strategic Course in the Australian Defence College. He also holds two Masters Degree in Public Management Major in Development Security, and International Relations.

He was also the previous Assistant Chief of Staff for Operations in 6th Infantry “Kampilan” Division. After his assignments, Musñgi was designated as the Commanding Officer of 24th Infantry Battalion and 48 IB in 7th Infantry “Kaugnay” Division. Prior to his assumption as the new G3, Musñgi served as the Director of the Joint Command Training Center, AFP Education, Training, and Doctrine Command.

Meanwhile, Balisi Jr. is also an alumnus of PMA, belonging to the “Tanglaw-diwa” Class of 1992.
Some of his is military schooling includes International Crisis Management Course in Swedish National Defence College and the Command and General Staff Course in AFPCGSC. He also completed master’s degrees in Business at the The University of Southwales, in Public Management Program Major in Development and Security from the Development Academy of the Philippines, and in National Security Administration from the National Defense College of the Philippines.

His military stint covers various leadership roles including being the commander of the 1st Mechanized Infantry Battalion, Mechanized Infantry Division and the Joint Task Force Talukdong, 1st Mechanized Infantry Brigade. Prior to his new position, Balisi Jr. is the Deputy Commander of the 1st Mechanized Infantry Brigade.

During the ceremony, Tolentino also lauded the accomplishments of G3 and OAFM under the leadership of Mandanas and Clemencia, respectively.

“Let us accomplish our objective of sustaining the momentum towards greater mission effectiveness, while focusing on our four major thrusts - to achieve operational and organizational excellence, pursue the Army modernization program, gain the support of our partners and uplift the being of the personnel,” said Tolentino to the new chiefs.#
