CGPA dons ranks to Army officer reservists

FORT BONIFACIO, Metro Manila – The Philippine Army Commanding General Lt. Gen. Gilbert I. Gapay donned Lieutenant Colonel ranks to three new Army officer reservists here on January 23.

The new reservist officers namely: Lt. Col. Ramp Nielsen S. Uy, Lt. Col. Leilanie F. Casa and Lt. Col. Dennis D. Villaseñor; are currently serving in government and non-government sectors. They also hold relevant educational backgrounds in national defense and security.

Uy was a former vice governor of Northern Samar, director of Clark Development Corporation and now the vice chairman of Lockheed Security Group. On the other hand, Casa accomplished a Master’s Degree in National Security Administration and currently serves as the senior vice president of Air Materiel Wing Savings and Loan Association Inc. Moreover, Villaseñor also holds a Master’s Degree in National Security Administration and works as the Director III in the Department of Interior and Local Government Central Office.

“By continuously bringing in highly qualified leaders, we strengthen our reserve force capability, which is in line with our major thrust of achieving operational and organizational excellence,” said Gapay.

During the ceremony, Uy recalled how the Army performed community services to address the insurgency in Northern Samar and took it as an inspiration to join the reserve component.

According to the Republic Act. No. 7077 or the Citizen Armed Forces of the Philippines Reservist Act, “It is the policy of the State to maintain a standing or regular military force in times of peace…but which can be rapidly expanded by the well-disciplined Citizen Forces in the event of war, invasion or rebellion.”

“Live up to the oath you have taken and the responsibility of the rank you now carry. You are expected to embody our Army core values of honor, patriotism and duty,” added Gapay.#
