Army installs Reservist and Retirees Affairs acting chief

FORT BONIFACIO, Metro Manila - The Philippine Army (PA) installed a new acting chief for the Office of the Assistant Chief of Staff for Reservist and Retiree Affairs (OG9) here today, Feb. 10, 2020.

During the Change of Office Ceremony, Army Chief of Staff Brig. Gen. Rowen S. Tolentino led the turnover of leadership to the incoming acting chief Col. Francis Carter L. Sibal from outgoing Col. Danilo O. Cariño.

Prior to the post, Sibal served as the Executive Officer and Deputy of OG9. “The office understands the interweaving operational relationship of G9 with you, bear in mind that the Reserve force is the gateway to the total force,” he noted. In 1992, Sibal took the Officer Preparatory Course and accomplished the Armed Forces of the Philippines Command and General Staff Course (AFP CGSC) in 2013. He also holds a master’s degree in Public Management Major in Development Security from the Development Academy of the Philippines.

On the other hand, some of OG9’s accomplishment under Cariño’s leadership was the commissionship of 391 and enlistment of 134, 048 individuals to the Reserve Force. Moreover, the PA was able to conduct its first Philippine Military Reserve Component’s Mobilization Exercise (MoBex) and activate its 906th Community Defense Center (Provisional) as well as the 9th RCDG, Army Reserve Command. “We did our best under the prevailing circumstances to make things happen not only in sustaining the development of the Reserve Force, as part of the total force concept in times of war and expand the capability and capacity of Ready Reserve Units for disaster response as well as its function to internal security operations,” addressed Cariño will assume as the new Deputy of the Training and Doctrine Command.

“Both continuity and innovation are very important in our work, especially with Reserve Force capability development being one of our major programs for achieving operational and organizational excellence. The Philippine Army is counting on all of you as we make our way forward towards becoming a world-class army that is a source of national pride,” addressed Tolentino.#
