Balikatan Village Project for former rebels takes flight in Quezon

The signing of a crucial Usufruct Agreement marked the initiation of the groundbreaking Balikatan Village project to house former rebels during a historic event in General Nakar, Quezon on Tuesday, January 16, 2024.
 
The event, held in Brgy Pamplona, is a pivotal step in facilitating the use of land for the construction of a halfway house facility. Its name stands for “Bahay at Lingap sa Kababayang Tugon at Nagbalik-loob sa Pamahalaan,” and aims to provide a haven for those who have chosen the path of reintegration into society after turning away from violence.
 
Among the distinguished personalities present were Quezon Provincial Governor Hon. Angelina "Doktora Helen" D.L Tan, General Nakar Municipal Mayor Hon. Eliseo R. Ruzol, 2nd Infantry “Jungle Fighter” Division Commander Maj. Gen. Roberto S. Capulong, Quezon Police Provincial Office Director PCol. Ledon D. Monte, and Department of Interior and Local Government Quezon Provincial Director Abegail N. Andres.
Another highlight of the activity was the distribution of essential assistance to 27 former rebels under the Enhanced Comprehensive Local Integration Program.
 
In her remarks, Gov. Tan commended the joint efforts of the local government, law enforcement agencies, and the military in fostering peace and development in the region. She highlighted the importance of development initiatives in promoting sustainable peace and development.
 
Meanwhile, Maj. Gen. Capulong expressed his appreciation for the opportunity to have 2ID and the Philippine Army be part of the endeavor and emphasized the Division’s continued commitment to being one with all the levels of government, their partner agencies, and valued stakeholders for a peaceful and progressive Quezon.
